Luis is a geographer specialised in Spatial Data Infrastructures and GeoSemantics. Currently, he works as a Researcher and Lecturer at the Pontifical Xavierian University, and is also an international consultant in ICT and geospatial data.
With respect to his experience, he has participated in several European, Latin American, and national projects under Spanish calls. Within this context, he has authored numerous publications in journals, books, conferences, and workshops. Moreover, he usually participates in the program committees of relevant international journals, conferences, and workshops.
Besides, he has been a member of the Technical Committee for Standardization of the Spanish Association for Standardisation and Certification (AENOR). Currently, he is an active member of the Open Geospatial Consortium (OGC), the Pan American Institute of Geography and History (PAIGH), and founder of the Open Data Bogotá.
