Digital Public Infrastructure (DPI) is a combination of networked open technology standards built in the public interest, enabling governance, and a community of innovative and competitive actors working to drive innovation in public programmes. DPI is based on Digital Public Goods (DPGs) - open source initiatives that comply with privacy and other applicable laws and best practices, do no harm, and contribute to the achievement of the Sustainable Development Goals (SDGs). At Open Knowledge, we believe that openness expands our connections with communities, colleagues and suppliers, which helps us create more robust and reusable products and services.

Developing customised DPI is difficult to predict, as it is based on the reality that already exists in each institution. But we can typically divide it into three stages:
